Howard Winkler

Howard L. Winkler, a proud U.S. Army Veteran, is an independent consultant specializing in government relations/public affairs & strategic planning. As an active community leader, Mr. Winkler has served on numerous commissions and boards, ranging on issues such as drug enforcement, banking, community housing and veteran affairs.  Mr. Winkler actively participates in many national and local political campaigns and is involved in fundraising efforts for a variety of charities and non-profit organizations in the Los Angeles area and abroad.

Honored by various civic and community organizations for "Devoted and Outstanding Service," Mr. Winkler received numerous State Senate and Assembly Resolutions, Congressional Certificates, Commendations from the Los Angeles County Board of Supervisors, various personal letters of appreciation, and "Community Service"  awards from many community leaders and public officials.

Mr. Winkler served our country in the United States Army as a member of the Criminal Investigation Division (CID) in Bangkok, Thailand during the Vietnam Era.  Mr. Winkler was honorably discharged on October 22, 1972.

Mr. Winkler is an ordained Rabbi and holds degrees in marketing, business management and business data processing.  Mr. Winkler has been married to his wife, Robin, for 42 years.  Their son, David, lives in New York with his wife, Sivan, and their 6 children.


Steve McLean

A decorated law enforcement officer, Chief McLean brings a wealth of knowledge and experience that has allowed him to nurture and develop relationships within Federal, State and County governments throughout our country.

For 32 years, Chief McLean served within the Los Angeles Sheriff Department, going up the ranks through a commitment to service for the communities which he served.  Among his numerous major accomplishments, Chief McLean oversaw a $1.3 million remodel and renovation project for the Altadena Sheriff’s Patrol Station.  This project involved working closely with internal and external contractors during a fifteen-month period which included major expansion of the dispatch center.

Currently, Mr. McLean serves as the 14th Chief of Police for the City of Santa Paula. In the past 6  years of service, he has been instrumental in expanding the police force from 19 officers to 33 highly trained officers. Chief McLean has grown the Neighborhood Watch Program from 4 to 16 effective and dedicated Neighborhood Watch Programs, as well as increased the Police Explorer Program from 5 to 20 enthusiastic and proud young volunteers and potential future police officers.

Among his many awards, Chief McLean received the Medal of Valor for Bravery in 1994, Exemplary Service Award in 1998 and the Distinguished Service Award in 2007, 2011 and 2012.

Chief McClean holds an Associates of Arts Degree in Justice Administration from the College of The Canyons, A Bachelor of Science Degree in Occupational Studies from California State University, Long Beach, a Master of Science Degree in Homeland Security from Tiffin University and is a graduate of the 230th Class of the FBI National Academy.

Chief McLean has been married to his wife, Kathy, for 20 years and they have 2 adult children, Christen and Lisa.

Cris Arzate

 
Mr. Cris Arzate, 44, is a Public Affairs Consultant with over 20 years of experience in education, telecommunications, non-profit administration, resource development and government relations.

Mr. Arzate has served as an appointee of the Senate Pro Tem and Senate Rules Committee to the California Student Aid Commission where he held executive office as Secretary.  Mr. Arzate was also appointed by the Senate Pro Tem and Senate Rules Committee where he served for eight years as the Past President of the Structural Pest Control Board under the Department of Consumer Affairs. He was also appointed by the past president of the Los Angeles Board of Education to the Human Relations Commission where he served as Chair.

Mr. Arzate has a Bachelor of Arts from University of California at Berkeley.  He is a Fellow of the Coro Fellowship Program in Public Affairs, and completed the Harvard Graduate School of Education's Institute for Higher Education Management Development Program. He has also completed certificated programs in non-profit administration and grant writing. 

Mr. Arzate is a proud husband and father to three girls.  He plays golf and enjoys a good laugh.

Dr. Eric Fong

Eric Fong is the interim laboratory director for U.S. Cannabis Laboratories, Inc.   He is an internal medicine physician who owns an anti-aging clinic called The Man Clinic, and has 4 years of laboratory director experience.  In 2014 he completed a CRI certification course to become a laboratory director, and manages a CLIA certified medical laboratory that he has been in compliance with for 4 years.
He graduated from University of Washington with a Chemical Engineering degree.  He went on to study medicine at Pacific Northwest University of Health Sciences, and finished residency at Norton Community Hospital in Virginia which is associated with East Tennessee State University.


Gabriel Polanco

Gabriel Polanco has worked in the cannabis industry for over a period of 15 years. Mr. Polanco has worked as a cannabis marketing manager in Los Angeles as well as a former cultivator in the Santa Rosa region. 

Mr. Polanco would go on brokering 10 ½ acres of permitted cannabis land between the City of Coachella and a Canadian firm known as High Hampton Holdings. Today he continues to focus on Cannabis Lab Testing where he has assisted U.S. Cannabis Labs in the research of County, City & EU ordinances/laws/decrees. 
After obtaining a Bachelor of Arts Degree in Psychology with a Minor Degree in History from California State University of Northridge, Mr. Polanco began his career in child education with at risk youth for Soledad Enrichment Charter School in East Los Angeles.  For 5 years he worked at the school as a counselor and mentor for children who came from broken homes and suffered from drug addiction.  His work also took him to the street’s of Los Angeles where in an effort to try and connect with the at risk youth in the hope of helping to turn lives around.  

Mr. Polanco and his wife own a home and live in Los Angeles. They are parents to two girls, ages 3 and 9. He enjoys reading, travel, photography and volunteering with the homeless.  On weekend’s one can usually find him spending time with family and friends.


Henry Salazar

Henry Salazar comes from a successful commercial earl estate and finance background.  Today he is focused on Cannabis Testing.  His strong business skill set was honed from years of operating multiple real estate offices with hundreds of realtors and loan officers.  Mr. Salazar got started in the Cannabis industry by visiting labs in Oregon, Nevada and California.  Following his study of the Cannabis testing business, Mr. Salazar obtained Cannabis Testing Laboratory licenses through hard work and a core understanding of how cities enact cannabis ordinances and how they issue permits and licenses through the use of Development Agreements, Conditional Use Permits and Building Permits.  Once the licenses were acquired, Mr. Salazar went to work to put the best scientific talent together for his analytical testing services.
